She has one year in project management experience, as she has worked with key AZ&B clients such as Dallas Area Rapid Transit (DART) under one of their biggest projects and has provided management support in other projects for AZ&B concerning the City of Laredo, North Central Texas Council of Governments, and the DFW Airport. She possesses strong skills in oral and written communication, analytical and problem-solving, along with strong research, and analysis of data skills. She actively assists AZ&B in any capacity that is needed and plays a key role in the development of projects and deliverables needed to be completed for the company.

George V. Avalos, P.E. is a graduate of New Mexico State University (NMSU) were he received his Bachelor of Science in Civil Engineering. He began his 40 year, engineering career with Texas Utilities. Mr. Avalos began his career in 2002 with DART and the starter system construction of OC-1. Mr. Avalos, as a DART Project Manager III and recently a Design/Construction Manager, has worked on the design and construction of DART’s, Central Rail Operating Facility PH II expansion, Northwest Rail Operating Facility, Green Line expansion and recently the design-build of the Blue Line Extension to Rowlett Texas. He oversaw the Central Business District rail replacement, Red & Blue Line Platform Extensions, D-2 (Second CBD), Third Party Reviews and facilitator, as well as other DART programs. His vast and wide-range knowledge of civil engineering and project management expertise has proven to be a valued asset for AZ&B and the Silver Line Program.
George was our client for approximately 20 years, and we were always impressed with this ability to solve problems and execute projects efficiently. Mr. Benavidez has over 20 years of experience working on public works projects with a focus on transportation planning and development. He possesses strong managerial skills in both the public and private sectors to support the planning, design, construction, budgeting, and scheduling of capital improvement projects as well as with community outreach and resolving project implementation issues. Frank is experienced in leading and mentoring diverse teams and assisting public officials with serving their community.

Frank has the unique ability to resolve complex technical challenges with common sense and buildable solutions. Joseph has over 35 years of survey experience. His experience includes both field and office, and in-house preparation using Microstation, AutoCAD, and GEOPAK software. He participates in preparation, execution, implementation, supervision, processing, research, analyzing, drafting, calculation, final production, and project quality control. He performs boundary, control, construction, right of way, utility, railroad, roadway, bridge, drainage, tunnel, mining, hydrographic, land development, and airport surveys.

Heath has 15+ years of survey experience on various projects with many municipalities, TxDOT, energy/utility companies, and airports. He is responsible for directing and overseeing all field and office personnel as well as all survey projects. He works directly with our surveying project managers to understand each project and its unique surveying issues.
Heath adds value to AZ&B with his hands-on management style and his working with Roy and Alfonso to make sure our staff needs are being met.
Roy has been with the company since its formation and is a great mentor. Roy is known throughout the region as a professional who understands community needs and that service to the community is critical. Roy has compiled 40+ years of engineering and survey experience. Roy’s key role with AZ&B is managing our cash flow, making sure our teaming partners are compensated on time, and contract compliance and our quality assurance / quality control program.

Mr. Chanthikul has been an integral part of AZ&B for more than 20 years, primarily serving as a civil engineer for our team. His invaluable experience includes the design of water/wastewater, drainage, roadway alignment, rail alignment, and construction phase services, as he has performed several field inspections, and has ensured that project plans and specifications are being appropriately followed. He is currently working with DART as a utility manager with the responsibility of overseeing all aspects of utility for the Cotton Belt, including conflict analysis, reviewing relocation plans, coordinating with utility owners, identifying the most cost-effective contractor and labor/material cost estimates for relocation design, and verifying all required certifications, in turn demonstrating compliance to the requirements of DART and the FTA.

Mr. Chavira began working as a technician for Arredondo, Zepeda & Brunz, LLC in 2009. He has over 25 years of experience in document control and plan production and has strong civil survey and drawing experience. With over 30 years of TxDOT experience, Mr. Gomez has had the opportunity to design and manage many civil engineering projects from large highways to small collector roads, while also retaining wall design systems. With 14 years of highway construction and 24 years of transportation design experience, his applicable knowledge and skill set ranges from the small overlay and passing lanes PS&E’s to large freeway projects. Mr. Gomez is proficient in the use of design software such as GEOPAK, and MicroStation. He uses his experience with the most current computer technology to assist in planning and design.

Steve has 45 years of experience involving the design and construction of water and wastewater main capital improvement projects, main replacement projects and system improvements. Prior to joining AZ&B, Steve was a senior project manager for Dallas Water Utilities and has hands-on knowledge of all aspects of water resource planning, project design and construction practices.

Mr. Holloway has 45 years’ experience in various engineering tasks, including board drafting, CAD, Design, and Information Technology. He has been with AZB for over 18 years, and currently resides under the titles of IT Manager, Designer, and CAD Supervisor. Mr. Holloway is a man of many talents, as he is responsible for the setup and the maintenance of AZB’s internal/external network structure corporate-wide; he provides CAD support for corporate-wide access to the companies’ users along with support for diverse applications of software and software training; he provides direction for the setup and production of the companies’ current projects; and, lastly, Mr. Holloway performs various tasks as required using CAD Design Packages and other software for engineering design projects. Mr. Melo is a talented technician within our survey department. During his time at AZ&B, he has worked on several municipal projects for TX DOT, DART, Dallas Water Utilities, and on Chesapeake Energy surveying projects for gas wells, pipelines, and facilities. Some of his job duties include conducting deed, plat, and abstract research, processing and analyzing field survey data with record research, and preparing metes and bounds descriptions for easements, pad sites, properties, and gas units.

Mr. Moore has over 15 years of rail and transit industry experience, offering great value and applicable knowledge to our company. He currently serves as the Systems Safety and Security Manager for the PMOR on the Dallas Area Rapid Transit (DART) Silver Line project. One of his responsibilities for this project includes the Facilitation and Coordination of all Safety and Security activities to support the DART Safety & Security Certification Program. Mr. Nerren has been with AZ&B for 20 years and has 24 years of experience as a civil engineer in the areas of land development and public infrastructure. He has designed water, sanitary sewer, drainage improvements, site grading, street improvements, and transit projects for multiple clients, including private developers, the City of Dallas, the City of Fort Worth, the City of Cedar Hill, the City of Plano, TxDOT, Dallas Area Rapid Transit (DART), and Trinity Metro. Mr. Nerren has extensive experience in coordinating topographic and right-of-way survey and subsurface utility engineering required to complete projects. Mr. Sanchez currently serves as a valued technician in our survey department and has been working with AZ&B for over 20 years. Mr. Sharkus has 41 years of experience as a design engineer for roadway and design projects. He began his career with the Kansas Department of Transportation as a Roadway Design Engineer and has been in the consulting engineering sector for more than 22 years. He also has experience in and applicable knowledge concerning the National Environmental Policy Act (NEPA), as he has been preparing NEPA documents for the past thirteen years. Some of his responsibilities include preparing air quality analysis to determine levels of carbon monoxide for compliance with the National Ambient Air Quality Standards. The air quality analysis involved modeling projected traffic volumes for various corridors to determine the levels of carbon monoxide. Projects that Mr. Sharkus has worked on include FM 3040 and FM 1171 in Lewisville and Flower Mound, IH 35E in Denton and Dallas Counties, and SH 161 in Irving and Grand Prairie.
Charles has invested over 35 years with AZ&B, as he acts as one of our cornerstones for this company. His experience with a wide range of projects allows Charles to perform project management and design efficiently and effectively. Charles is also a mentor to our staff and leads by example with his professionalism when supporting our clients and our team.
Mr. Smith has over 30 years of Owner Representation experience with TxDOT. He obtains great analytical problem-solving skills, strong organizational skills, has attention to detail, and has the ability to work under time constraints while utilizing his skillset. His exceptional background in standard utility agreements assemblies while covering various projects with TxDOT granted him the ability to analyze information and execute corrective measures as necessary. During his career, he provided review, assisted in the preparation of utility documents, submitted billing payments for reimbursable utility work, processed utility agreements, and utility permits for approval. He also determined conflicts and resolutions for proposed relocation plans for various TxDOT State Highway projects.

Jeff is the Technical Manager of our Hydrology and Hydraulics group. He has almost 30 years of experience in design, construction, and project management of stormwater and floodplain management projects. He also has extensive knowledge in the design and construction of roadway and hike and bike trail projects. Jeff has in-depth experience with a number of H&H design tools, including HEC-HMS, HEC-RAS (1D and 2D), HY-8, PC-SWMM (2D stormwater modeling), SMS/SRH-2D (FHWA 2D hydraulic modeling), Microstation/OpenRoads, and ArcMap.
As a former TxDOT Dallas District PM, Jeff understands how to provide the client with high-quality deliverables, on time and within budget, while actively collaborating with project stakeholders.
Victor is recognized throughout the State as a leader in engineering, and a tireless advocate for small and minority businesses. Victor has been with the firm since 2009. He has served as a senior project manager for the DART Streetcar expansion, Dallas County Public Works projects, and is now the Deputy Program Manager for DART’s Silver Line. Victor has been recognized most recently for his leadership in the minority and small business communities by receiving DFW’s Champion of Diversity and has been recognized as the Engineer of the Year by ACEC.
Victor provides 45+ years of extensive experience in infrastructure engineering including planning, design, feasibility studies, construction and project management, along with many general civil and environmental projects. He has been recognized by his peers as Engineering of the Year by the American Society of Engineers and is a leader in the minority business community. His projects range from program management for one of the largest infrastructure projects in the DFW area (DART’s Silver Line), roadways and trails and water supply projects. He also has an extensive background in environmental planning, evaluations and project design.
Victor’s value includes his technical, management and mentoring expertise and always asking how can we meet our internal and external customer needs, basically setting the client service bar high for all of us to strive for.
